Buchanan, Bonta Bill To Keep San Leandro Hospital Open

Governor Brown signed AB 1008, jointly authored by Assemblymembers Rob Bonta (D-Oakland) and Joan Buchanan (D-Alamo) last Friday, which keeps San Leandro Hospital and Alameda Hospital open by allowing Alameda Health System (AHS) to keep the current workforce and ensure continuity in retirement and other employment benefits.

AB 1008 ensures that AHS negotiates with physicians on staff prior to any decision to contract out medical services.

I’m happy that Governor Brown understands the need to maintain the robust, high quality health care services that San Leandro Hospital provides,” said Assemblymember Bonta. “AB 1008 represents a strong collaboration and culmination of efforts to keep San Leandro Hospital open, protect the jobs and benefits of hard-working nurses and health employees, and prevent unnecessary contracting out within the new Alameda Health System. Without AB 1008, AHS would be unable to offer new contracts to employees at San Leandro Hospital that maintain parity with their current benefits structure, which would lead to the closure of San Leandro Hospital.”

Alameda Health System, formerly the Alameda County Medical Center, is a public health authority that operates a consortium of hospitals in Alameda County, including Highland Hospital in Oakland and John George Psychiatric Hospital in San Leandro. In July, AHS signed an agreement with Sutter Health to accept ownership of San Leandro Hospital as of October 31st. Negotiations are currently underway with the City of Alameda Healthcare District for Alameda Hospital to affiliate with AHS.

“AB 1008 represents a joint effort by the Alameda Health System as well as all of the represented employees at the San Leandro and Alameda Hospitals to ensure the smooth transition of these hospitals and the continuity of medical care to these communities,” said Assemblymember Buchanan. “It also protects the jobs and benefits of the employees involved. I am pleased to have been a part of the effort to protect healthcare access and key healthcare jobs in Alameda County.”

AB 1008 is co-sponsored by Alameda Health System, the American Federation of State, County and Municipal Employees, and the Union of American Physicians and Dentists.

Assemblymember Rob Bonta represents the 18th Assembly District, which includes Oakland, Alameda and San Leandro. Assemblymember Joan Buchanan represents the 16th Assembly District, which includes Pleasanton, Dublin & Livermore in Alameda County as well as portions of Contra Costa County.
